Responsive Menu Not working

I have another site where the phone responsive menu system is not working.
chapman.intownwebdesign.com/
On the contact page the panel will show, (I have gantry set to show the selectbox)
chapman.intownwebdesign.com/about/contact/
It is weird, it I load the page on a desktop, then narrow the browser, I can see the phone menu but if i load the page while the browser is phone sized the phone menu does not appear.
Any thoughts?
