SOLVED Manager / Edit Style, Not saving changes

Hello,
I'm attempting to change Layouts > Header Positions > from 2 to 3
(Anacron template) Although after clicking save then close, the change doesn't change.
How do I change this with a manual edit?
I've included a Super User login under Secure.

Using my Chrome browser, I went to Admin -> Site -> Templates Manager -> Features -> To-Top Scroller -> Show = OFF
which properly changed on your Front End. -

How are you judging that?
The Layouts tab don't save your changes on-screen. They DO save them to your DB but if you re-enter the Layouts screen you will see a default set of values - NOT the ones in your DB.
