Gantry template at 960px fixed still mobile responsive

I'm using the gantry 4.0.3 theme and framework, and it seems that even when the template is set to 960px fixed, it jumps to mobile at a certain width. The menu becomes a dropdown and everything is responsive. I want to disable this feature but I can't seem to find anything helpful in the code.
I also tried updating the dev environment to 4.1.x but that kinda broke the template and didn't fix the problem.
