CSS not loading in admin for creating new Single article men

Hi there
When I try to create a new Single Article menu item on a site I am working on none of the admin page style sheets are loaded. Everything shows in long html list with no styling and nothing works. Links look like links but they are not active when clicked. This is the ONLY part of the admin that this happens. All other parts of the admin functionality works as it should but its just when I try to create a new menu item (doesn't matter what type of menu item) then this issue occurs. This only started happening a short while ago... maybe when I upgraded from J1.7
The installation I am working on is Joomla 1.7.3 / Gantry v3.2.2.2
Anyone have any ideas why this is happening and how to fix it?

Have you got the latest version of RokNavMenu installed?
