Just for the record, i get the same message:
Forbidden
You don't have permission to access /administrator/index.php on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request. - Please reply with a direct link to the issue & create a new thread for each new issue.

I have sent a request to my host provider to see if something is set to block out of country users. If I get any updated information that will allow you to access my site, I will pm you again. In the mean time, I hope that one of the other moderators would be able to access the site.

I still am not sure why you were unable to access my site.
Oh well... just an update: I upgraded Joomla from 1.7.3 to 2.5.1 and I also updated to the latest gantry release 3.2.16. Everything is working good again.
Problem is fixed on my end.
