Because the Doctype defined is HTML, but the attribute "xml-lang" does not comply with Rule accessibility H57 http://www.w3.org/TR/WCAG20-TECHS/H57.html

The html tag for language is updated in the latest CI build if you want to take a crack of it or wait for the next release of the gantry.
