I'm still getting the 403 error - because akeeba admin tools will have created a htaccess and htpasswd file - it's not sufficient to just disable Akeeba admin tools.

You had added the JS items as particle defaults for the custom CSS/JS atom within the "home" outline. But you had not added the atom to the atom section in the page settings tab. But in any case this is the wrong approach. So, I added the scripts as assets in the base outline on the page settings tab (so it gets inherited by all outlines), then I remove your particle defaults for custom css/js atom from the "home" outline.
It now works.

You rock. I'm glad you explained what I did wrong.
I'll post a tutorial for others a new post as this method can be used not only for resizing but for background scrolling or any other dynamic resizing or other object moving effects.
