SOLVED Install path does not exist upgrading Gantry 5.4.16 to 5.4.17

I am trying to upgrade Gantry from 5.4.16 to 5.4.17, but every time I try to install it either through the Joomla update system, or installing the file directly, I get "Install path does not exist." Gantry is then disabled and the site shows a 500 error with "Failed to load 'rt_citadel' template: Please install Gantry 5 Framework!" If I enable all Gantry items, the site comes back online, but Gantry will not update.
I have installed the latest version of Citadel and cleared cache. I've also "Fixed" the database.
What could be preventing Gantry from updating? - Revenue Managed Right

Posted 7 years 8 months ago- I cant access admin section do you have any firewall or admin tools on?
- Available for CUSTOM WORK with Joomla, WordPress and Grav Templates and Gantry Framework!
