No, for a number of reasons... the devs want to make it overrideable...
github.com/gantry/gantry5/issues/904
but it may not ever be possible to be honest... when I need to make changes in it I just do it directly, then I copy the file with my changes and stick it in the same directory and name it theme.yaml.bak -- that way if I ever update the theme and overwrite that file I can quickly revert -
