SOLVED Menu Dropdown arrow not obeying User Permissions

This issue is not solved in Gantry 5.5.8
The workaround lisetd here: github.com/gantry/gantry5/issues/2968
does not allow a user with permission to access the dropdown menu items.
Needs to be fixed. It is confusing to users who do not have correct permissions to see the arrow that leads nowhere.
