It all boils down to developing and reselling.
You cannot re-sell RT templates...
If you are a developer, i.e., someone that develops sites with the customer's content, logo, etc. that's not a problem.
But if you have some kind of business that turns out to be a 'template factory', i.e., your users / members choose the template, you install it (and perhaps upload a logo), and then the customer is on their own, that's a 'no-no'.
Why not just be honest?
Direct your customers to the RT demo site and tell them to choose a template they like?
(SO many successful developers do...)
No smoke and mirrors, no PhotoShopping images... No games involved...

A one off template may cost $5000, a template using a provider may cost $1000.
Your customer can choose which they want, but there is no sense in trying to make them believe that you are the sole provider / coder.
