Trouble Installing templates

I am having trouble installing any of the templates provided on rockettheme
I continually get this error
Fatal error: Maximum execution time of 30 seconds exceeded in D:\Hosting\7169635\html\home\libraries\joomla\filesystem\file.php on line 304
then I try to install again just for the hell of it and it says the directory is already in use....
so then I go to the back end and sure enough I find the folder but with lots missing it seems.
so I deleted it and manually attempted to unzip and transfer all the files over through ftp....which was a pain because for some reason whole folders wouldn't transfer, just files....so you can imagine what I went though with some of these templates.
At any rate....it worked but didn't seem to work entirely....lots was missing and the lay out wasn't the same. so then I added all the modules and plugins manually in their proper folders and still not dice....I uninstalled and reinstalled Joomla on my godaddy hosting server just in case I messed something up off the get go, but still the same results. Could any one offer me some guidance as to what I might be doing wrong?
