Error: 'Unable to find install package'

I have installed many joomla templates in the past and it's not that hard. I have a completely new site and I went to install a t template [admin>Extensions> and pointed to zip file and I get this Unable to find install package. I'm sure it must be a setting somewhere that was missed by the IT group when that installed this site.
any help would be great.
the site: 1.6 joomla
The templates I tried: rt_maelstrom_16-bundle.zip & rt_kinetic_j16-bundle.zip

- I had a issue like it, try checking your FTP settings.

- You can also unzip the file and upload it to your tmp folder and install from there. Also try installing Gantry and the Templates separately instead of using the bundle - sometimes that works better. If you can get Gantry standalone to install, you can upload the unzipped template files to your template directory. Hope that helps.
