Mission Control J1.6 no css loads on non-default, assigned..

In other words, when the default admin template is Bluestork and i attempt to edit my user profile to change my backend template to Mission Control, no css loads at all properly.
If i change mission control to the default admin template it works just fine, but then all the other editors and authors what not bitch at me despite myself thinking it's a TON better.
I've checked the coding myself once over, i'm not sure how it works or why this is happening. But the main css files are not loading when you assign the template to someone, but they do load when it's default for everyone. When i say not loading, it's not because they're not located where they should be, i mean the html statement is completely missing.
I tried this same issue with other admin templates and no issues arise.
