Registered user access level issues

I have several menu items set to "REGISTERED" but when I am logged in, they do not show up. However, the ones that are set that way for another menu do show up. Why arent the menu items that are set to REGISTERED for the MAIN MENU not showing up? I have to clear the cache for rok_navmenu before I can get these to show up. What the heck is going on?

I have done a little more testing and it seems that turning on caching (Conservative) causes the problem of the menu items set to REGISTERED users to not show up. If I clear the cache then they show up. OF course this is not a fix, because i would have to reset the cache each time a new user wants to log in. What the heck is causing this issue?
I also found this thread in the joomla forum but there does not seem to be a solution. This seems a bit ridiculous. I have to be missing something. At this point I would almost be willing to pay for someone to tell me the fix.

- Has this not happened to anyone? Could really use some help with this. Currently I have the live set to no caching but I can not leave it like that.
