- We have a number of live sites for which we've turned off the mobile themes as they did not work well out of the box. We would like to work on those mobile themes. Is there any way to turn on the mobile theme by a url parameter so that we can work on it without turning it on for everyone?

No but you can make a copy of your web site to the subfolder of your domain and work on mobile theme there. When you are satisfied, just apply changes to the production site. It is always a good idea to have production and development site
That way you can fiddle around dev site without fearing that you will break something for your visitors
