I am guessing this might be a basic question but I need to create a menu link to a page that does not have any articles on it but just a few modules? How does one go about this?

Duplicate template in template manager, edit new copy of the template and disable "Show mainbody" and "Show component", assign this copy to the page on which you need to show only modules
How do you assign it to a page that does not exist? (No article)

You can't do that. You will have to create new menu which won't be visible anywhere on the site, create new menu item in that new menu which will be linked to articles feature page (disabling component and mainbody works only for menu items that have Featured articles menu type)
