How to set up a shipping percentage of the order price

Hello,
In the shipping methods, it is possible to make our own table rate and import it into Magento.
In this table rate I can put a shipping price depending on the price of the goods orders. I would like to put a price in percentage and not in Euro. Is it possible ? If yes, can someone give me the method ?
For example:
Order < 1000 € : Shipping rate: 15%
1001 € < Order < 2000 € : Shipping rate: 10 %
.....
