Removing Pop ups from joomla admin

Can someone please tell me how to turn this feature off? After any you scroll over anything in the admin section these definition pop ups come up and never go away.

Hi there,
It cannot be turned off. Does it happen with all extensions?
It sounds like you have a corrupt installation of some files. You may have to reload the Joomla files.
