Are you sure you set that in the correct template copy (you may have some overrides) and that you cleared server and browser cache?
Could you please post a URL to your site so we can look for you. Without a link to page where the problem is on your site it is quite hard for us to provide the best solution due to so many variables. We try to provide file names and line numbers for code changes and if changes have already been made then our advice may be incorrect.

The theme I am using is Spectral and I am having a few other issues I wondered you could look at.

2. When the IE 7 redirect is on it will show the redirect screen to IE 11 browsers as well.. I think it has to do with the compatibility settings and of course you can't control browser set up so I had to turn this notification off.
However, when the site loads in IE 7 a blue film appears over the pages so that links can't be accessed.
3. Roksproket Strips (first to load) are not showing up beside each other in IE 9.

2. We do not support IE7 - that also means we do not support "compatibility mode" in other IE browsers (since this is IE7 emulation).
3. please raise a new thread for an unrelated questions to be fair to other members.

2. if you are in "compatibility mode" in IE11 then you will get the IE7 splash because that is what IE11 emulates. Also, IE will automatically switch to compatibility mode if it thinks it is on an intranet. Also, IE11 pretends to be mozilla user-agent sometimes too - you can check what UA you are using http://whatsmyuseragent.com/ .
