Unwritable configuration.php file during install & upload by hand

- During my rocketlauncher installation of populus I received an unwritable configuration.php message during the pre-installation checklist. The message prompts you to continue and gives you a message at the end to upload code by hand. I copied the code into notepad but it is not clear where this code should be copied? Can anyone prove some details on this. I am not sure where to drop this code.
