Change the web address code in any explorer

does anyone knows how to change this address code "localhost/cms/index.php?option=com_performs&formid=1&Itemid=2" into "localhost/cms/option,com_performs/formid,1/Itemid,2" or something similar ?
In my last post i had an issue that the links weren't working but it was because i didn't change the file htaccess.txt into .htaccess.
Now i am using the rt_stormtrooper design and it look that it use the long extension of the code, but if you try one of the recently new designs, for example, dimensions or any oder they use the short code,
Does the template had a special code that makes change the address code?
or what is the reason of this? and how can i change the long version of the code into a short version of the code even if i build my own template?
