A short advise: use an integrated forum and another gallery. Phoca is IMO not really good-looking. Try IgniteGallery.

The forum is integrated, joomla slaves off phpbb. I am waiting on the matching theme to use it.
Phocagallery is the only one I could find where users could manage their own category.
