Does anyone know of a component that allows members to upload photos, and then members to vote on them? Then the top ones be displayed?
Anyone have any ideas?

unfortunately i don't know of any extension that would do that, but have you checked the joomla extensions directory?
extensions.joomla.org/extensions/photos-&-images
maybe you can also ask in the joomla forums forum.joomla.org/
