Default Module when menu item ID is not there? (Retitled)

Okay, I don't know how to search for it. I have been searching for over an hour and have not found a clue.
What is it called when you land on a page, not a 404 page, but a page where you just get nothing but template and any "all" modules?
I remember there being something on it in one of the RT templates, I think they even made a module position for it so if you landed there you would get that module.
Also, I think it has something to do with a default error or the way it is set up in Joomla.
Plus, I remember at one time setting up a module that only showed when you had the condition.
Can anyone help me. If so, this will be the coolest fix for SEF I know.

EDIT: This is what I am looking for.
"You should publish modules to the "inactive" position and set the Menus to "All", for them to show up on pages where there is no active menu ID. This is a bug/feature of Joomla that causes only menu items in the "All" setting to show up."

Okay - this is what I am looking for -

1) Everyone calls it a bug - I call it a blessing.
2) How do I make it work in any RT Theme template? (just rename one of the module positions? of course that would be tooooo easy and we know developers like to make it as hard and tricky as possible )
3) If need be, how do I change the default "left" position to my choosing, just asking in case.
I am using V4 and really would love for this feature to work in the "Showcase" position.
