How do I control what comes when in the document head?

I know this isn't really a RT template question.
I need to move an inline script before the external CSS files.
I also need to include external CSS before external JavaScript.
How do I do this?

I really would like to clean up in the head. (That sounded weird.) Any ideas welcome.

<Joomla Root>/templates/<your template name>/
