How to upgrade to developer access...

Hi,
Im member here since few weeks and Id like to upgrade my account up to developer access...
I saw somebody already posted a question about it... and Andy told him to write a pm to him...
Its what I did couple of weeks ago but got no answer, so I write it here.
Also I was wondering where im suppose to put these "entitlements"...

at the bottom you will find the option to upgrade to developer level.
about the entitlements, that is basically the number of templates you are allowed to use on live sites, with a developer membership this is unlimited and you don't need to worry about anything.
