Should RokNavMenu work in a Module Position?

Hi,
(Kind of a less complex version of a post I did in the Mynxx forum, as I've changed direction)
In the RokNavMenu settings, I've turned the menu off making Toolbar into a Module position.
My hope was to then Re-publish the menu back in the same place, but as it would be a Module, I can then control when its displayed and to whom more easily.
I assumed that publishing a RokNavMenu, linking to the same created menu, into the Toolbar module position would be fine.
I've tweaked the limited settings available to me, and get the basic appearance of the menu to match the original, but the Menu functionality seems to have gone (I.e. theres no dropdowns, animation etc any more)
I've looked at how the menu is placed in various templates, and it always seems to be (for want of a better term) hard-coded into the toolbar position. Never displayed in a more standard module.
Anyone any ideas?
