installing a language pack in a rockettheme joomla template

Hello,
I am a absolute beginner with yoomla and website building ( "O dear" I hear you
) And want to install another language to my rockettheme template than the one packed with rocketlauncher.
Is it possible to change the language before installing it om my webspace? Or must I first install it with the delivered language (english) ? If it is possible can I simply replace/ad the forreign language pack and install the template in my language (dutch) ?
Your help is much apreciated,

1. Install the Rocketlauncher.
2. Download the language pack from joomlacode.org/gf/project/jtranslation/frs/ or any other official site and then install it.
3. You may need to tweak an .ini file or 2 on your server so that 100% gets translated. - Please reply with a direct link to the issue & create a new thread for each new issue.

- Depends on the template but for the latest on it is en-GB.tpl_rt_infuse_j15.ini
