cant get past step 4 in joomla1.5x installation

I have done a first-time joomla 1.5x upload to my public host (hostgator) of a rocketlauncher template, and created an msql database that apparently is working fine. When i then go to my url and try to install oomla 1.5x i get all the way to Step4 where I enter my database information, then when I click "Next" and it does nothing. I've confirmed all the correct user, database, and passwords information. The pre-installation check-list was all green.
i've seen this problem posted often, but never any solutions.
Any help/suggestions?

Did you add users to your database?
On Host Gator, there's an 'extra step'.
I ran into a similar problem, could be it...?

yes, i added users to the database. what is the extra step u refer to which is unique to gator?
