System.css file not showing

What could could cause the system styles not to display? and i checked firebug and i'm not seeing it in the list of css files at all when viewing my site w/ an error, any ideas of why this may not be taking effect?

You can manually add it before your </head> tag in your template index.php, so it will be like this:
<link rel="stylesheet" href="<?php echo $this->baseurl ?>/templates/system/css/system.css" type="text/css" /> </head>
