I have a developer that did 5 hours of work for $500 (insisted on payment up front) to transfer the content and functionality from a Terrain Tribune site to my Solar Sentinel site. Check it out see what he left me with.

many things don't work, a lot was left out and now he is unresponsive to email and phone. Great what an education i just got.
I have privately contacted his work he has been at his job for weeks. Can anyone tell me if what he did took 5 hours?
Also would anyone at RocketTheme be interested in starting a Black List for developers that disapear like this. A warning for those members so they do not get taken advantage of.

- I hired him from Guru.com and did not find any negative posts then after this experience looked around more because of the way he was acting and found him on RentaCoder and found he had two very negative experiences. If I see a strange man peeping in windows or taking items out of a yard at night at my neighbors house, I call the neighbor or the police. In America people used to look out for one another. What is wrong with telling people your experiences. This is not directed at you personally. JEM I just do not understand why it would not be a smart thing to do for the benefit of the users. They warn people of riptides. Now at college campuses all over the country and at Virginia Tech just up the road if a person is deemed dangerous on campus they can blast a message out in about 40 seconds to 100,000 cell phones and land lines. But we cannot warn people of scammers.

Keep in mind this reply has no bearing on you and your current situation, just some generalities to clarify my position.
I am familiar with Blacklist, we have them here in Japan, tons of sites offering advice on where NOT to apply for a job or buy certain products, etc.
However, let's look at the following example:
'Mr. X Coder' does jobs here and there on several sites, he has a pretty good reputation and has helped 1000 clients.
Let's say for example hes has 2-3 jobs a week for the past three years....
'Mr. A Client' hires 'Mr. X Coder', and for some reason, things fall apart...
'Mr. A Client' is very unhappy and wants to blacklist him, and he does, not personally, but with the support of a 3rd party site.
After being blacklisted on the 3rd party site, 'Mr. X Coder' gets no additional work.
3 years of work, 1000 satisfied customers, now nothing because a 3rd party has blacklisted him.
This can make the 3rd party site liable for defamation or loss of income, regardless of what transpired between 'Mr. X Coder' & 'Mr. A Client'.
I.e., 'Mr. X Coder' had a good source of income, lots of satisfied customers, and now because of a blacklisting (unfounded or not) he can't get any more work.
IMHO, and please forgive me for sounding rude (or being straight to the point) but in any endeavor such as WEB development, it's got to be buyer beware,

For whatever reason, being in a hurry, or the lack of other bidders on the project, you agreed to the payment upfront.
If you need to outsource in the future, you may want to negotiate for better terms, half up front, half when the project is complete, etc.
Also, sites like rent-a-coder hold fees in an escrow account until projects are complete and offer mitigation (last time I used them) if the buyer is not satisfied.
Anyway, sorry this is not the reply you were looking for, and especially since the developer was from another site entirely, I don't think RT will want to do this.

I like your example and I understand your point of view. However even when I look at the response. I think of the time I wanted to buy a really good coffee maker I researched and spent time looking at the reviews all the while seeing some good some bad and some in between. I still bought a coffee maker and even though the coffee maker had 7 bad out of 53 good reviews I still bought the coffee maker.
I think people take things with a little salt and realize that people have bad days products have minor defects and yes people get upset with others for no apparent reason. The thing is the "probability" of a good experience is raised when you have a positive number of good reviews rather than a few bad ones. If you have all good then great if you have all bad then well at least you know and someone alerted you to a problem.
Rocket Theme may not like it but I feel it could be a tremendous help. Thank you for the comments as they are excellent valid and worthy of a fair and balanced debate. - What would you attempt to do if you knew you could not fail ?

Just had a quick look at your site, Fletcher. Perhaps the guy has spent 5 hours on the site and that was what he thought the payment was for... do you have a link to your original request that you placed on guru?
whats your next step..

I do not know what the next step could be other than to forward this to the powers that be at RocketTheme? See what they think, JEM seems to feel it may be a waste of time as it may have been hashed out already. I may be working with a group now out of Dallas TX (have not decided yet as I am checking them out thoroughly) and even though I do not think there would be any problem with a Review of Joomla Developers here on Rockettheme legally. I do think it would be a huge help to people if for nothing else a few hours of support when a person is called on to work out troubles and problems on a site.
They guy said he could do what I wanted for about $1000 based on a conversation we had. I was figuring since it was on his off hours he never gave an hourly rate. He just said he would do what I needed for that. I have heard he could do good work but was unavailable often and put things down for long periods if you were not totally descriptive. I understand the need for that. However I often sent emails with many questions and he often gave 1 sentence responses. So I never knew what step to take as the relationship was unresponsive and unavailable. Even that statement (in response to a Joomla Developer Review List ...I know blacklist sounds BAD) would be a help if someone knew to be descriptive in development questions and to know whether the person is a good communicator or often unavailable would be huge to a potential customer........Don't you think??
I know Joomla is designed to be easy for the end user and I would agree. However sometimes when you run into a code problem or something does not install right or your site is all whacked out of alignment. A novice could spend several hours and in my case days trying to figure it out. A good developer might figure it out in 15 minutes. There is value in that and people are willing to pay a reasonable price. I prefer working with Free and English speaking peoples.
Honestly, I just want to get my site farther along it is rather dead and I refuse to pump the marketing to it before it is at least closer to what I want. I have posted questions here and they are still not answered I do not know if they are stupid, lack clarity or maybe I am just a poor writer. I doubt that though. So I am stuck with questions that are taking me long periods of time to get answered and I am going broke selling assets when I have a 26k customer database waiting and half of my customer think I have gone out of business.
So why do you ask? I would be interested in investigating other developers. The problem is I want to keep the work in the US. Many other developers say they are US based and that is Horse $#!T. They are usually foreign, charge $75 per hour and relay all the information to someone in India making $7.50 and hour. I do not want to work with anyone like that. If someone is US based and not relaying the information to a foreign off shored IT group. I would rather my money go to feed an American family. Not some guy that snuck in marrying a American to get citizenship or has a green card getting fat off the backs of his country men at a $75 to a $7.50 and hour exchange. To me that is slavery. Americans abolished that in 1865. - What would you attempt to do if you knew you could not fail ?
