Since the mods don't want to play, why not we have our own "unofficial" SOTM. Shouldn't be too hard to run a poll :-\
OR..
James, the internet will not crash if you set aside a day a month for SOTM. The members will not leave if for one day a month you were not available to answer their posts... let the community handle that for a day and you just concentrate on reviving SOTM.
How about it? ;D - Say no to Internet Explorer 6.

Water cooler will soon be bubbling
I wanted to get a SOTM sorta thing running again but something "different" that fits better within the RT environment - but its down on the scale of priorities.
An unofficial thing is fine by me just did not want any passers by getting confused

Why limit to site of the month? I would be up for being nominated noob of the month, plus we could have noob question of the month (always my favorite - the question where right after you hit enter - the answer comes to you)
