Looking for an external editor that plays nicely with JCE

One of my clients has over 40 writers that submit content via the joomla article submission layout. They cut and paste the ugliest code you can imagine into JCE and the most I can do is remove the div tags automatically. Everything else is edited manually, which is frustrating to the client and his managing editor.
So what should I recommend? Is there an app out there that the writers could use instead of MS Word or whatever these guys have installed? How about an app that the managing editor could paste the garbage into that translates and cleans the messy span and font tags?

You might want to experiment with the JCE 'Past from Word' and 'Paste as plain text' icons as opposed to pasting directly in the text field of the editor which transfers all MSO code.
Saving a Word document as plain text (Notepad) will strip all the code.
Also, copying from word, pasting into notepad one time, they copying from notepad and pasting directly into the editor's text field works fine.
So there are four options, and one rule....
'Never paste text from Word directly into the text field.'
I tell users that and they get used to it pretty quick.

Yeah, it's tough....
Basically, I tell customers 'pasting from Word will break your site*, and if it's broken, you'll have to pay to have it fixed' (problem solved). You could go one step further and tell them 'pasting from Word will break the Internet, and if it's broken, the world will end'.
Basically what I tell customers:
* ATTN: Joomla is a fantastic CMS, however there are some basic rules you need to learn when using it. If you are used to using regular applications such as Word vs. Web applications, there are some things you need to know. Web applications work best when used with text only editors or when you use some type of HTML editor to create your content. If you cut and paste directly from Word or a similar application, the format you've created is based on hundreds of lines of hidden MSO (or other) code that you never see. Since we don't expect the average user to be a Web guru or create their content in a HTML editor, we simply ask that you use the paste icons for JCE, or strip the code from your content by saving your Word doc (or other file format) as text only and go from there. Pasting directly from a WP application can really mess up a site, pushing content out of the mainbody, mis-aligning Modules, making your site ugly, and in many cases, unusable. So, take a few minutes to learn the basics and avoid hours or day of down time while what you've done has to be repaired.
