Hosting solutions without permission restrictions

Hello All...
I am trying to gather some sort of hosting list (normal shared hosting) for my clients as I have to deal with more and more hosts that are restricted in terms of permissions and rights.
So if you know some hosts that are reasonable priced and with all the usual features and are not restricted in any way, please list 'em here.
Bottom line the user of the hosting needs to be the owner, so we can rename, chmod, delete and not have to change all folder permissions when installing Joomla and so on.
I know for sure that BlueHost works this way, so this is the first on the list

Hostgator = good for permissions issues - scripts execute as username:username
Siteground = bad for permissions issues - many times had to get support to chown files/folders just to be able to chmod them.

Get your own VPS ($49) at Servint which would allow you to resell the accounts yourself. Be sure to have SuExec to eliminate permission issues and configserver to protect it.
Just a thought!

Could someone enlighten me if I need to approach a hosting company and make sure permission problems will never be an issue for the customer?
The first company I contacted did not know anything about SuExec, but did confirm they ran PHP as CGI..
Just not sure how I should ask the question in order for the company to understand it?
