Change Order of two articles on Home Page?

I need too change the order of two things (Articles) on my home page. The two articles are in the correct order in the Article Manger and the one that I want to be 1st has the frontpage check mark while the other article does not. However this is not how it appears on the web.
I am sure that I have done this before by going to the template manager, Site > Extensions > Template Manager > rt_synapse_j15 > and somewhere a module manager would come up at the top. Maybe I am looking in the wrong spot or possibly I may have turned something off by accident but anyways I don't see anything there for the order of modules. I have attached a pic here.
