Login custom configuration - problem!

Hi! I want to make these changes to the login, and searching the web and didn't find any answer....
1- Can I get new page to show, like the one that appears when you make a new registration or confirming that, when someone logs in with wrong password or username, instead of the error message??? how? If that is not possible, how can I get a window to popup to display that?
2- Can I change the default messages in those?
