My Html editor and image import buttons are not working!

- When I go into my all contents section to edit a content item and click on the html button it comes up as a blank window (see attached) or it doesn't pop up at all (give an error on page message at the bottom of window). The same thing goes for my import image button. Does anyone know why this is happening?
