Site idea: Can this be done in Joomla?

I have an upcoming project and am looking to choose the appropriate CMS. I prefer Joomla because I've had the most (positive) experience using it.
Can this be done using Joomla and its current extensions?
Basically, I want for an extension to import the title from RSS feeds into Joomla. It can import then as separate articles or import them into a database which displays title, date/time and a description (like site source). However, they must be stored permanently in the Joomla site and also be searchable. I do NOT want the actual content from the RSS feeds, just the title. This could be similar to the WP-o-Matic plugin for Wordpress.
The second aspect of the site is that users can subscribe to be notified when a specific keyword appears in one of the RSS feed titles. The keywords can be user-inputted when they subscribe to the.
In short, I'd like to set up a website where paying members can subscribe to be notified when a particular keyword appears in a title of an RSS post that is being tracked by the website. If possible, the an email will be dispatched from the website to the user notifying them of the title, date and source of the RSS post.

That's possible but there may not be a extension available that already does such a thing. Though, you can pay someone to develop it for you at http://www.joomlancers.com .
