Funny I stumbled across this. I've been driving and modding WRX and STi (i've had 4 total) since 2004. Definitely buy new if you can. Good resale, and I can guarantee you that a used WRX or STi has been modded at some point. And you might have no idea if it was done "right". A "wrongly" modded turbo could put you under the car for countless hours and replacing expensive stuff. I would suggest NASIOC.com (a bit of drama, but good resource) and iwsti.com. Cobbtuning.com is also a great resource. I've been using their stuff for years.
Edit: just realized thread was a year old. Zombie thread fail.
Hopefully someone finds the info helpful though.
