Question on making a large community

Hi all,
I seem to be full of questions today !
I am taking up a massive project as i have had much success with running one site.
The sites will be for the UK Armed Forces including RAF, Army & Navy.
This in all will be around 500 separate social sites all linked into one.
So for example the domain we will call armynavyraf.com
Each site / group will be on sub domains eg.
1) 12regtra.armynavyraf.com
2) 26regtra.armynavyraf.com
3) 7para.armynavyraf.com
and so on for around 500 or more.
This is going to happen and I do have the infrastructure in place to cope with this kind of project.
Each site will be the same but they will have a different banner specific to them and also the forum will be specific to there group.
However I do want each user to be able to visit each others forums.
Any ideas on how i can get this to work. I have been mulling it over in my mind for weeks now trying to fathom a solution and was wondering if anyone knew of a way this could be achieved.
I apologize if this all seems vague !
