Try to CHMOD the file, you can change it to 750, 755, or 777 for the isntall and change it back to 644 after the install.

It's been a while since I've encountered this error, but as I recall, you can run the install even if the above doesn't work.
At the end of the install the installer will output text, you copy it to a text file, name it configuration.php and upload it to your server...
