That only means it is unread. It's how phpBB3 works.
I get this message when i try to access your /administrator.
The server at (your IP) is taking too long to respond.
I do see the error you described on the frontpage though. It's difficult to help when you can't access the backend

Hi, sorry but after a couple of hours I turned off my server. You can try today at: Seems we have time difference.
I send the new ip to your pm.
The back-end is working properly.
