Unfortunately/Fortunately, not all business decisions are made based purely on the commercial viability of the idea. In this case, it would probably not be politically expedient for a member of the Joomla core team to be making money selling Mambo themes. Pride could also be a factor; In his shoes, there would be no way I would try and make money off a project I had previously turned my back on. This is all just my opinion of course. I just don't think it will happen.
I'm sure Andy would not be the first core developer to make money on something other than Joomla. This isn't a case of national security or even religion; where one could suffer in Hell for eternity for not being a member of the right denomination.
The simple fact is that right or wrong, users and developers will come and go from Joomla (their choice) and there will always be users of other CMSs as well. Mambo happens to be on a pretty big upswing right now and has proven that it has staying power and the ability to support a secondary market.
From a business standpoint, I think it makes perfect sense to offer Mambo friendly templates; for that matter how about versions for other CMSs too? So what if Andy is a Joomla core dev? I'm on the Mambo Steering Committee and the forum admin, but I still spend my days developing sites using Joomla! I work as a volunteer in the Mambo project and I happen to know that many of the people involved in the project have jobs that require them to work with other platforms besides Mambo. C'mon folks...this isn't war; it's not like we need to be worried about being tried for treason.

It's software...they're templates...people buy them...the more people that buy them, the more money RT makes. If the people can't use them...they won't buy them. The solution seems pretty simple to me.
Then again...it's Andy's choice.
