Footer Menu Items not in Row

Please view attached print screen. After assigning the Footer Menu to the Footer-a position I am having the issue where the menu items are aligning in a column instead of a row. I have tried adjusting the layout to have 6 positions and also keeping the force option on but cannot seem to have the menu items align in a row in the footer position. Please advise on what can be causing this problem.
