I saw this link about blocking IP addresses.

Although it never answered the question I wanted to follow up and see if Rockettheme template admins or Joomla has a switch to block spamming IP addresses or is that only a server site function?

You have several options for that, for example JED:
extensions.joomla.org/extensions/access-a-security/top-rated
And you can do it manually by editing .htaccess: www.htaccess-guide.com/how-to-use-htaccess/ - Please reply with a direct link to the issue & create a new thread for each new issue.
