Does that mean I may use 3 templates or does it mean I may download 3 templates?
If I download a template, install it, but delete it from the server before it goes live - does the deleted template count?
Second question:
I want to build a site in German, English and French languages.
As JOOMLA! is not multilingual, I will have to do three implementations, each working with a different database, but all on the same site (whatever.com/de .../fr .../gb), with the same template and with a "choose your language"-screen in index.html.
Does that mean that after having set up the sites 3 templates are used up?

You may download as many templates as you wish. No need to delete them. The restriction applies to the number of templates that you have running "live" (viewable to the public) at any given time.
For multilingual sites, just add
JoomFish
- no need to do multiple installs.
Joomfish is a wonderful multilingual extension, but if you need different databases it's another question. For example, if you need different advertising circuits (like Tradedoubler, which is not geo-aware like Google Ads) focused on different country targets (UK, Germany, Spain), then you could effectively need to install the same template more times (i.e. in different subdomains, like uk.domain.com, de.domain.com, es.domain.com etc.).
Then I'm afraid each installation should count as 1/3, but I'm not sure (since it's referring to the same template for each domain - if you use subdomains).
A good thing to do: PM Andy and ask him.
