GollumX - YOU ARE THE MAN my friend. I ended up copying the file to the generals dir and also to the administrator folder. I think it's the administrator folder that I was missing. I was unaware that I needed to have a php.ini file in there.
That said, should I remove all other instances of that file other than those two dirs? I hate to have extra junk laying around if it is not needed.
