SOLVED : Formatting lost with frontend edit of article

I am using Joomla 3.6.5 and the Hydrogen template. I have set up an article to be managed by a staff member but I don't want them to have access to anything else. However when we login to the front end to edit the article all formatting is lost. The formatting can be saved by users in the editor or author group, but not the user I have created that is in the registered group. I have set the permissions for this article to be able to be edited by this group. Any sugestions??
I'm not an expert with Joomla ACL by any means... but I don't think "registered" users can truly edit any content... even if you force their group to be able to do so... in terms of default Joomla groups I think they have to be an Editor at least... You may be able to create a custom group with the privileges you need but I don't think you can force any of the default groups below Editor to be able to edit articles...
