is this because of the rockettheme being in english and my joomla web is Turkis) or what is it?

That sounds like the tar.php file (This is the file that extracts tar files automatically in the installer)
Just like it is saying there is an unexpected ' (apostraphy) on line 135. If the turkish language uses ' for their language then it isn't being escaped from. For php to escape from apostraphies it needs a / in front of them.

I haven't looked at the code, but maybe if you use alot of ' in your language, try changing the ' to " on line 135 of the tar.php file.
